1011 Line Street, Room 9, Hollister except for July and December.
Agendas are posted 72 hours before each meeting at the San Benito
County Office, 481 Fourth Street, Hollister.

LOCAL CHILD CARE PLANNING COUNCIL
BYLAWS
Article
1—Name
The Council
shall be designated as the San Benito Local Child Care Planning
Council, referred to hereafter as the Council.
Article 2—Mission
The mission
of the Council is to create a comprehensive, integrated child
care service delivery system that offers safe, high quality, culturally
sensitive, affordable service to San Benito County families who
need it. The system will encourage parental choice and will be
supported by a partnership of public and private resources.
Article
3—Duties and Function
1. Promote coordination of service delivery throughout the region
2. Develop a comprehensive child care plan with input from the
community
3. Identify priorities for child care and development services
and the development of policies to meet the needs identified in
those priorities
4. Conduct periodic Child Care Needs Assessments to assist in
updating priorities and planning functions of the Council
5. Conduct periodic reviews of child care programs funded by CDE
and CDSS to determine if identified priorities are being met
6. Collaborate with area child care providers, county welfare,
job training programs, employers, family service councils, parent
organizations, and other interested parties to foster partnerships
designed to meet local child care needs
7. Design
a system to consolidate area child care waiting lists
8. Coordinate with Head Start and State Preschool to provide full
day child care services
9. Review and comment on proposals submitted to CDE that concern
child care to be provided within the geographic area
10. Provide at least two Council members to serve as part of the
CDE Team, which reviews and scores proposals for child care funded
by CDE
11. Implement a training plan to increase efficiency and facilitation
of Council meetings
12. Provide consultation to CDE about single application or subsidized
child care services
13. Insure that no member of the Council will vote on matters
if he or she has a proprietary interest in the outcome of any
given matter
14. Promote public awareness of child care issues as part of a
continuum of family support services found in the larger community
15. Participate in community planning projects related to the
areas of economic development, transportation, population growth,
etc.
16. Represent San Benito County child care planning concerns within
children’s advocacy organization, and local and state public
officials
17. Promote communication between caregivers, families, and community
organizations and other family services
Article
4—Membership Composition
1. A maximum
of 15 members shall compromise the Local Planning Council. Members
will be appointed as follows:
• Twenty percent shall be consumers
• Twenty percent shall be child
care providers who represent the diversity of providers in the
region
• Twenty percent shall be Agency
representatives
• Twenty percent shall be Community
representatives and non-CDE contractors
• Twenty percent shall be appointed
at the discretion of the Council
2. Every effort
will be made to ensure the ethnic, racial, and geographic composition
reflects the San Benito region
3. The County Board of Supervisors will appoint one half of the
LPC members and the County Superintendent of Schools will appoint
the other half. In the case of uneven membership, both appointing
agencies will agree on the odd-numbered appointees.
4. No term limits will be established. Members may resign by submitting
resignation correspondence.
5. Members are expected to attend at least ten 2-hour meetings
annually or to send an approved alternate.
6. If a member misses two consecutive meetings without sending
the approved alternate, the chair will contact the member to determine
commitment as a Council member. The chair may recommend to the
larger body that the member drop from active status and offer
an advisory position. In such instance, a membership committee
may be formed to follow-up with appropriate recruitment activity
to assist the County Board of Supervisors and Superintendent of
Schools as indicated
7. The chair will be responsible for taking nominations annually
for the position of co-chair or secretary and for forwarding recommendations
for new members as vacancies occur to the County Board of Supervisors
and the County Superintendent of Schools for final approval
8. Members may be asked to serve on at least one committee or
to attend a community meeting on behalf of the Council as the
need arises.
Article
5—Modification of Bylaws
1. The Council
shall have the authority to make changes in this document at any
time, subject to a majority vote of a quorum.

6—Officers
1. Officers
elected by the Council include: Chair, Chair Elect, and Secretary
2. If an office becomes vacant, the chair will appoint to fill
vacancies with the approval of membership
